Place trivet into Instant Pot. Place potatoes on top of the trivet. Pour in 1 cup water. Place lid on the Instant Pot and close the pressure release valve. Set instant pot to steam for 15 minutes. Quick release when cooking has finished. Remove potatoes from instant pot with tongs and mash with a potato masher. Add in butter, milk, salt, and pepper and mix well.
